Scope
Functionally reports to Director of Operations .Administratively reports to Project Director or Project Manager Construction depending on size of the scope. Reports to Bid Manager when working for the bids.
During bid process fabrication manager contributes in selecting auditing and qualifying fabrication subcontractors for potential projects. He should contribute in preparing subcontract package and evaluation of same including qualifications review of fabrication subcontractorrsquos facilities and fabrication execution plan review scope split matrix review and approval of CVrsquos up to final selection of subcontractor. During project execution stage revisits selection of subcontractors and finalizes the subcontractor.
Fabrication Manager is responsible to execute the project within the schedule and cost through a team of fabrication engineers and other discipline team members located in yard. He is responsible for managing subcontractors materials and equipment and contracts whilst maintaining client satisfaction and international standards of safety and quality. He is also responsible to plan and direct the movement of resources of construction team and that of Contractorrsquos personnel and equipment to meet project requirements with respect to schedule productivity
Responsibilities
Represent OCPrsquos interest in all aspects for project fabrication.
Responsible for representing Petrofac in yard and liaising with client subcontractors and local authorities government officials.
Responsible for review of fabrication RFQrsquos prepared during the bid or during project execution stage review of subcontract responses qualifications schedule contract conditions participate in negotiations .Responsible in technical evaluation and finalization of fabrication subcontractors and proposing same to subcontracting department .
Execute the project in line with the delivery schedule contract specifications and conditions and directs fabrication activities accordingly. Manage the fabrication budget.
Support the fabrication subcontractors and vendors by removing impediments to progress assisting in the development of their schedules and work sequence and ensuring that they have the materials engineering deliverables tools and resources required to complete their activities within the required time frames.
Manage coordinate and supervise the fabrication process from the conceptual development stage through final construction and handover to client on timely and economical basis.
Develop and lead constructability reviews
Maintain and revise as necessary the bid responsibility matrix between Petrofac and Contractors.
Compliance with regulatory requirements coordination of subcontractorrsquos activities managing project costs keeping the project on schedule interfacing with regulatory authorities supervising entire project site team
Develop project fabrication organization chart and mobilization schedule based on standard models using standard job descriptions and titles. Due cognizance must be given to capacity of each individual when allocating work responsibilities.
Monitor day to day activities through weekly monthly and quarterly progress meetings of
Petrofac staff subcontractors JV partners and client to facilitate achievement of targets.
Slippages and backlogs will be identified and action plans formulated to keep the project on
schedule. Provide written and verbal reports on project progress and issues regularly to the Senior Management and others as required. Meet with subcontractors higher management to assess the project progress and keep abreast of project issues.
Demonstrates strong commitment and ensure adherence to the project and corporate Health Safety and Environment HSE procedures and maintain a safe working environment.
Ensure adherence to project and corporate quality assurance policies and procedures.
Ensures that constructability process is implemented in design phase and ensure participation of construction personnel including contractorrsquos as appropriatewhen required in all project reviews.
Implement Management of Change actions for all events that can potentially lead to a change in the project cost or schedule. Is familiar with project and sub contract contracts and records all changes in accordance with Management of Change procedure.
Ensure appropriate facilities are provided to employees such as travel visas special permits etc.
Accountable per contract for the completion and handing over of the completed works to client.
Responsible for developing and implementing the Fabrication Execution Plan FEP and
fabrication execution strategy. Ensure that all yard activities are carried out in adherence to these.
Manage the yard team creating an atmosphere of cooperation and oneness. Foster role clarity
Involvement and team spirit to facilitate smooth execution of the project.
Perform any other related duties and responsibilities as required by the Director of Operations or Project Manager Construction or Project Director.
Develop the staff so that every supervisory position has a deputy able to stand in for absences
Manage project scope and keep variations to a minimum.
Review of subcontractor invoices in accordance with contract based on feedback from the Project Control group.
Provide input and monitor the implementation of commissioning startup and testing programs to assure timely startup.
Develop and maintain a risk management plan to identify and proactively deal with project risks.
Requirement
Educated to engineering degree level or equivalent in a related subject.
A minimum of 18 years of experience within the oil amp gas industry with a minimum of 5 years of most recent experience in a senior construction role.
Excellent leadership and communication skills.
Experience in working with international EPIC Company.
Prior experience working with diverse international workforce. Ability to effectively motivate lead and support a multicultural team.
Familiarity with current HSSE and Quality Management methodology tools and techniques.
Identify problems develop action plans and take necessary action to manage project deliverables budget and schedule.
Ability to adopt a dynamic problem solving approach to tasks.
Must comply with the Company Code of Business Conduct COBC and AntiBribery amp Corruption ABC requirements.
