Assistant Chief Accountant

To participate in the development and formulation of the accounting policies and procedures; to supervise the processing and maintenance of all accounting supporting documents and computer applications and to secure the timely generation of consistent and accurate and accounting reports.



II: Basic Duties & Responsibilities: % time spent



A. General Accounting Responsibilities (35%)





• Participates in designing and developing accounting programs and submits them to the Finance Manager for discussion and approval.

• Monitors the application of all approved accounting systems in compliance with the established policies and procedures.

• Manages and supervises the accounting activities by planning, directing, controlling and following-up the duties assigned to the accounting personnel.

• Participates in Budget preparation



B. Accounting software system Responsibilities (10%)

• Recommends and participates, in coordination with the IT Department, in the development and implementation of an advanced computerized reporting system deemed necessary to perform the accounting requirements.



• Controls the validation and updating of the computerized lists produced to review if generated transactions, related to accounting, are accurately and consistently classified and make the necessary corrections accordingly.

• Coordinates with other departments and sections on the necessary supporting documents and/or data for financial transactions.

• Participates in applying the necessary security measures limiting access to computer applications and/or files to authorized personnel.



C. Payables Responsibilities (20%)

• Checks and balances all payables implementations, in accordance to agreements and contracts.

• Confirming sufficient funds availability, while debiting them with their yearly compensation

• Ensures debiting the suppliers account with all the expenses that should covered by them & ensure debiting them with their yearly compensation.

• Reviews all payments ensuring compliance with the Co. policies.

D. Reporting Responsibilities (20%)

• Monitors implementation of all taxes, government dues, planned custom duties, … as scheduled, Coordinates with auditors on the preparation and review of financial statements and ensure them full access and retrieval of all financial and accounting documents and files.

• Prepares and monitors the periodic generation of the accounting reports.

• Maintains the accounting books, registers, files and accounting reports to meet the legal, managerial and governmental requirements.

E. People Management Responsibilities (10%)

• Supervises the accounting Department staff work programs and ensures accurate execution of accounting activity.

• Delegates assignments to subordinates with clear guidelines

• Processes the yearly Manpower planning for budget reasons, accounting for new recruits - with justification, movement of actual staffs to different positions, promotions, …

• Counsels staffs on better and advanced practices

• Processes all performance reviews, while guiding staffs towards deliverables

• Plans staffs behavioral and professional training

F. General Responsibilities (5%)

• Performs duties as assigned by management

• Performs cross training as requested by Management

• Alternate for colleagues as instructed
