Budgeting Manager

 Budgeting &Planning:
• Manage the annual planning process across QF, and deliver a
strategically aligned budget and 5 year plan.
• Manage and guide the budgeting
team in supporting budget holders in the preparation of the annual plan.
•Collate, review and validate the budget submission, by considering the
necessity, scope, cost and phasing of activities.
• Manage and facilitate the
annual budget review meetings and ensure adequate visibility is provided to the
functional experts and the Budgeting and Reporting Director to understand and
probe the budget.
• Develop and maintain budget validation tools, for use by
the budget holders and the budgeting team.
• Provide budget holders with the
necessary historic financial data to prepare their budgets.
• Formulate
recommendations on budget gap closure initiatives.
• Provide feedback to
Reporting on potential enhancements to the budgeting system.
• Continuously
enhance and improve the planning process by working with key stakeholders .
•Educate budget holders and foster a culture of budget ownership, accountability
and effective management. Track performance & Risk assessment:
• Manage and guide the budgeting team to hold meetings with the budget holders to review the
monthly MIR reports and work with them to (a) validate the results (b)
understand the variances to budget and (c) assess how full year risk can be
mitigated.
• Co-ordination of in year forecasting to establish the projected
outturn vs budget and also work with the budget holders to define the list of
gap closure activities and ownership to mitigate budget risk.
• Consolidation of in year forecasting at company level to present to budgeting and reporting
director. Cash funding requests and Letter of credit:
• Co-ordinate the review
of the monthly cash funding requests, ensure adequate supporting documentation
is provided and cash flow optimized.
• Review the funding process and introduce
necessary improvements.
• Lead on the implementation and renewal of Bank
Guarantees by liaising with the Ministry of Economy and Finance, and relevant
Financial Institutions. Booking integrity:
• Co-ordinate the monthly budget
holder meetings and document material issues for communication to the Reporting
Manager and Accounting for correction.
• Strategic Conduct necessary appraisal
and research, including analysis, for proposed new initiatives and prepare
recommendations and conclusions, for presentation to senior management.
