Job Description
My client an international Oil amp Gas Operator with worldwide onshoreoffshore projects require a Quality Senior Manager for current their expansion projects.
QUALITY SENIOR MANAGER
The Quality Sr. Manager reports to the SVP Project and has the responsibility to ensure that an effective QMS is established approved and implemented throughout all levels of the company Project organization to ensure that the overall quality requirements of the Projects are met.
Role Description
The Quality Senior Manager supports the various Project Teams to ensure conformity with Project deliverables throughout the entire Project. The Quality Senior Manager shall take the lead as far as Quality is concerned to ensure the Project Teams suppliers contractors and partners adhere to and commit to the Project QMS. The main duties related to Quality Senior Managerrsquos functions are as follows
- Develop the overall company Project Quality Management Policy and Project Quality objectives.
- Advise and monitor the individual Project Quality Plans based on the Project scope of work and execution strategy and all other relevant Project specific procedures.
- Develop and manage the QAQC organization the resource plan and department budget.
- Prepare and implement the Project audit and monitoring programschedule.
- Advise and provide implementation guidance QAQC specifications as an integral requirement of the supplierrsquoscontractorrsquos scope of work.
- Set standard requirements for implementation of Vendorrsquos and EPC contractorrsquos QAQC Plans and Inspection and Test Plans.
- Ensure PMT has established and is monitoring the Quality load for shop surveillance and for site based QAQC activities.
- Participate and provide advice and support during the EOI ITT and Tender Evaluation processes.
- Validate and approve the QMS to be implemented by the EPC contractors to ensure conformity during the execution of their scope of work.
- Establish an improvement dash board based upon auditingmonitoring activities and monitor its effectiveness on a regular basis.
- Establish Project QAQC KPIrsquos and ensure regular performance reporting to SVP and key stakeholders.
- Provide regular feedback to the PMT and key stakeholders including lessons learned.
- Participate in Project performance reviews to capture QAQC lessons learned for future business development and benchmarking purposes.
- Provide support to ensure that a Project lessons learned process is implemented.
- Lead investigations into specific QAQC concerns and communicate the findings to key stakeholders.
Independence of Operations and Decisionmaking Authority
If Quality is compromised during the execution of any company Project the Quality Senior Manager has the authority on behalf of SVP to investigate root causes escalate problems and initiate necessary corrective actions to resolve any quality issues.
Authority to auditmonitor execution activities based on the Project QMS requirements and best industry practice.
Authority to check and validate any QAQC records resulting from execution activities.
Responsible for influencing all quality actions to raise awareness and contribute to achieving high levels of commitment to Quality on all company Projects.
Minimum Qualification Requirements
- Bachelor of Science degree in Mechanical Engineering or equivalent
- Master degree in management or equivalent
- Minimum of 15 years of relevant experience in quality management working in the oil and gas industry or related Process industries
- Qualificationexperience in the Quality Management and Auditing
- Good written and verbal communication skills
- Good leadership skills
- Good teamwork and interpersonal skills
- Knowledge of relevant international codes and standards
- Ability to make independent judgments and decisions in the resolution of Quality issues
