Project Summary
The Kuwait National Petroleum Company KNPC is implementing a major project the Clean Fuel Project CFP which comprises the upgrade of two existing refineries. The Clean Fuels Project is a major upgrade and expansion of the existing Mina AlAhmadi MAA and Mina Abdullah MAB refineries. The objective is to increase the overall throughput by 264000 bpsd to 800000 bpsd and to increase conversion of fuel oil to higher value products to meet expected market demand and specs for low sulphur content transport fuels.
The overall project value is approximately 1415 billion US dollars. KNPC have awarded the Clean Fuels Project as multiple EPC contracts and require the Foster Wheeler Project Management Consultancy PMC teams to manage them in each of the EPC contractor offices Yokohama Japan Haarlem ndash Netherlands and Sharjah ndash UAE.
The PMC team will be based in each of the EPC contractor office in Yokohama Japan for a 12 ndash 15 month period with the opportunity to then join the team in Kuwait for project construction completion estimated to be another 18 months in Kuwait.
Responsibilities
bullThe accomplishment of duties delegated by project procurement managers project contract managers principal and senior contract engineers as applicable
bullAdministration of all contracts in accordance with applicable FWUK OU and project requirements systems procedures budgets and schedules
bullContracts operations including home office liaison and interface with the clientrsquos organisation together with interface activities with other task force members all in accordance with applicable company and project requirements systems procedures budgets and schedules. Additionally suitably trained and qualified personnel may be required to execute quantity surveying duties in accordance with applicable practices and procedures
bullAssess the manpower and other resources required to execute the workscope contained within the project and controlmonitor expenditure
bullAssess the effectiveness of the systems and work methods in use and propose improvements for the approval of the Manager Construction Contracts
bullEnsure that assigned staff operate in accordance with appropriate and current project specific procedures project instructions contract execution procedures procurement contracts and construction work practices management instructions project schedules and budgets
bullEnsure that the assigned staff become familiar with the project organisation project schedule workscope and the allocated construction contracts including their conditions forms of tender bills of quantities pricing schedules and associated drawings and engineering standards and ensure their effective liaison with all other site disciplines
bullEnsure that the assigned staff monitor any changes to the value of the work in each allocated contract arising from client instructions drawing revisions specification revisions or other causes
bullCoordinate all commercial and contractual activities concerning the contracts including closeout activities and the return of all relevant records to home office for archiving
bullLet any locally awarded contracts in accordance with corporate and project procedures
bullBe thoroughly familiar with the terms of the FWOU head contract and all other contracts
bullSupport management in representing FWUK OUrsquos position under the head contract and the preparation of contract changes
bullMonitor and in collaboration with other appropriate site disciplines ensure that the performance of each assigned contractor is recorded together with explanations for any deviations from the performance anticipated from the contractorrsquos tender
bullPrepare notices and other correspondence for signature by the client the engineer or the engineerrsquos representative in accordance with the requirements of the contracts as applicable
bullEnsure that FWUK OUrsquos construction management and supervision are fully informed as to their own and contractorrsquos rights and obligations
bullReview and analyse construction cost reports and cost forecasts to ensure that information is being presented in accordance with established requirements
bullReview claims from and backcharges on contractors. Recommend settlements and assist with the negotiation of these
bullMaintain claims register keeping the Cost Engineer advised. Inform Manager Construction Contracts of any claim in excess of pound100000
bullEnsure that contractorrsquos bonds and insurances are in force
bullPrepare and execute amendments to contracts as necessary
Qualifications
bullDegree qualified preferred B.S. in Engineering
bull12 years minimum industrial experience
bull5 years experience in similar position
bullExperience in PMC EPC organizations in the field of Refinery Petrochemicals industries in handling contract administration work of major projects of value not less than US 500 Million
