Senior Contract and Procurement Specialist for Riyadh Public Transport Programme
CH2M HILL is appointed by ArRiyadh Development Authority ADA to provide Program Management Services for the ADA program management office ADA PMO for the Public Transport Program in Riyadh Saudi Arabia.
Job Responsibilities
Provides senior contracts management and procurement leadership for the Riyadh Public Transport Program.
Provision of advice and recommendations to ADA President Vice President Program Director and General Legal Counsel and the CH2M Program Director and other ADA PMO staff on complex contractual management and procurement activities on construction contracts including design and build professional services contracts procurement operational and maintenance contracts and other contracts pertaining to the creation of a new Transport Authority.
Manage procurement and contracts resources and direct contracts management and procurement activities required to support the Riyadh Public Transport Program.
Assist with development of execution strategy for the overall Program to achieve the client's vision goals and objectives.
Define and facilitate achievement of Program strategies plans and goals as assigned.
Provide direction and expertise for assigned contracts management and procurement related activities and support the planning and execution of operational requirements and projects.
Provide regular interaction and communication with both ADA client and CH2M HILL Enterprise Division Business Group and regional management.
Strictly uphold company policies and procedures and participate in development or modifications of company policies and procedures when required.
Establish and maintain effective training programs to be applied within the Riyadh Public Transport Program.
Review and update working procedures documents and systems to keep pace with legal requirements competition and market innovations.
Maintain performance metrics to measure the performance schedule cost and quality of contracts management and procurement activities within the Riyadh Public Transport Program.
Participate in development of complex Program Execution Plans.
Assist in the resolution of complex disputes associated with the contract management and procurement of the various contracts under the Riyadh Public Transport Program .
Effectively communicate with ADA Senior Management and Legal Counsel Enterprise Legal team and Chief Counsel for International Programs Business Group Management and internal departments on all contracts management and procurement issues.
Job Accountabilities
Accountable to the ADA Senior Management and Legal Counsel CH2M HILL Program Manager for the Riyadh Public Transport Program and the Chief Counsel for International Programs.
Establish and maintain procedures forms and systems to provide for consistent and effective development and management of the contracts management and procurement services required to support the Chief Counsel for International Programs.
Maintain awareness and support of the Health Safety Environmental and Quality culture of the Enterprise.
Responsible for the quality and availability of contracts management and procurement personnel to support the Riyadh Public Transport Program.
Ensure compliance with all relevant Company policies and procedures.
Compliance with established business ethics and conduct principles related to contracts management and procurement.
Maintain effective relationships with ADA Senior Management and Legal Counsel CH2M HILL Program Manager for the Riyadh Public Transport Program the Chief Counsel for International Programs and project team members.
Support timely and accurate dispute resolution when required.
Relationships
Reports to develops and maintains meaningful relationships with ADA Senior Management and Legal Counsel CH2M HILL Program Manager for the Riyadh Public Transport Program and the Chief Counsel for International Programs.
Supervises and supports all assigned staff contributing to the individual performance evaluations of subordinate staff.
Authority
Oversees and where necessary approves the commitments made by the contracts management and procurement personnel within limits established in company procedures.
Assures staff and others comply with Company Policies and Procedures. Basic Qualifications
Job RequirementsQualificationsExperience
Education
Degree in Business Law Engineering Quantity Surveying or other applicable field with specialized experience in contract management.
Experience
Minimum of 20 years of contracts management and procurement experience.
In depth knowledge of legal procurement and contract documents.
At least 10 years experience in senior contracts manager positions.
Experience with design and build of rail and transportation infrastructure programs.
Significant experience in development tendering and negotiation of major designbuild contracts with values over USD 1 billion.
Highly proficient in one or more of the full service procurement functions.
Highly proficient in international projects with substantial experience in the Middle East region.
At least 10 years experience in supervising contracts and procurement staff andor other disciplines.
Overall Knowledge of CH2M HILL Business
Understands major technical organizational and managerial structure related to operations management and projects.
Understands and applies corporate operating procedures.
