• Adopts HSE and Quality regulations and rules, applicable to the reliability section., and accordingly ensures compliance of the section and its staff.
• Ensure that the set HSE objectives, including HSE training and Reporting, are met.
• Ensure that all scheduled activities related to the assigned RE and SE for all Al WAHA plants are implemented as scheduled. He is Accountable on the completion of all scheduled tasks assigned to Reliability for the particular plant.
• Support the plant group leaders in critical technical problems, sets priorities, and assigns investigation or follow up work. Further, analyzes maintenance data to assess equipment reliability and examines technical options from operational efficiency and cost impact viewpoints.
• Assigns engineering problem investigation and improvement studies to section staff to develop technical reports and showcases. Sets priorities and monitors results. Maintains job assignments and reliability/exception lists. He is accountable for issuing the planned number of technical report/improvement study per each plant under his supervision.
• Ensure that the set departmental objectives assigned to his section are met under his supervision in both timely and quality manners.
• Utilizes and applies the latest and optimal reliability methodologies to facilitate achievement of set production targets within HSE directives. Monitors and reviews the KPI’s of his section.
• Assist department in determining and preparing the annual budgets and manpower plan.
• Supervises and participates in long term studies to verify nature of problems, determine causes and recommend long term solutions to recurring problems including changing equipment specifications, operational parameters or modifying plant design.
• Review monthly work activity reports prepared by group leaders highlighting major jobs undertaken. Maintains work records and reviews weekly status and special reports to justify proposals and recommendations.
• Reviews and makes recommendations on appropriate repair methods, part replacements or testing routines considering factors such as downtime required, cost, material availability and special equipment requirements. Ensure that the respective Inspection Assessment Report for the witnessed repairs are prepared and released in timely and quality manner.
• Reviews and endorses proposals for plant modifications to solve or prevent mechanical problems. Evaluates technical impact of major project modification. Reviews designs, assesses operational and maintenance implications, and arranges follow up on minor fabrication work or site installation. Evaluates & reviews critical rotating equipment vendor bids and recommends budgetary impact thereby.
• Undertakes periodic investigations and special studies for development of maintenance strategies and makes recommendations accordingly to correct critical rotating equipment problems and breakdowns with special emphasis on “Bad Actors”. Inspects equipment and projects onsite or at vendor location and evaluates data from various sources.
• Sets training and skills need of the staff within his section following assigned job requirements and tracks their career development progress.
• Undertake any assigned responsibility by the management to lead any improvement special task force or developing a system or procedure related to rotating machinery.
