GTC Coordinator

Brief Description

To plan, organize and execute activities related to the General Tender Committee (GTC) under the strategic guidance and operational supervision of the GTC Secretary.
To provide effective and efficient coordination and communication between Committees members, internal and external stakeholders.
Detailed Description
• Act as the focal-point for all GTC related activities and act as advisory link on behalf of GTC in accordance with LTC/GTC Committees Rules and General Guidelines.
• Provide overall professional, cross-functional advice to the Committee members and maintain highest level of confidentiality of business processes.
• Carry out the scheduling and execution of GTC related duties under the supervision of the GTC Secretary.
• Receive and classify submissions, review them for adherence to established Rules and General Guidelines; if needed, request for clarifications and ensure submission of any missing requirements; brief the GTC Secretary on findings.
• Organize and facilitate GTC meetings - prepare meeting agendas and forward them to the GTC Secretary for approval, send out meeting invitations that include all relevant documents, communicate with GTC members to confirm attendance and ensure minimum required presence.
• Attend Committee meetings and provide the members with specialist advice and professional feedback based on previous experience and own acquired expertise.
• Prepare Minutes of Meetings, have them reviewed by the GTC Secretary, endorsed by Committee members and submit them to the GTC Secretary for the Chairman’s approval.
• Inform the Procurement Directorate of GTC decisions.
• Attend other meetings such as GTC sub-committees and negotiation meetings along with QF Procurement, end-users and suppliers.
• Issue and receive tenders.
• Inform the Procurement Directorate when and by whom the tenders are collected.
• Follow-up on action points discussed during Committee meetings.
• Assist the GTC Secretary in releasing of Commercial Bids.
• Prepare Memos and other official correspondence in the course of official duties, including statistical data that may be complex and sensitive or confidential.
• Develop an Annual Report to be presented to the Board Management Office.
• When requested, assist the Secretary in the periodic review of Committee Rules and General Guidelines to ensure adherence to Qatari Laws and QF Board Strategies.
• Represent the GTC Secretary in his/her absence.
• Other reasonable task as assigned.
• Comply with QF health, safety, and environment policies, procedures, legal regulations and objectives applicable to areas of responsibility to ensure that work is performed in a safe, healthy and environmental -sound manner.
