Head of Administration - Qatar Foundation

Job Purpose:

Oversee the full suite of operational activities within the Administration unit; Human Resource, Finance & Accounting, Procurement, PR & Communications, Logistics and Project support and assisting the Director in formulating and implementing strategic objectives and programs to achieve the vision and mission of MERC.



KEY RESULT AREAS

 Manage the administration team to execute all of MERC’s administrative tasks and act as the primary point of contact with other various QF-HQ departments and directorates such as HR, procurement and facilities management in addition to IT and support services.

 Plan, oversee and evaluate the financial and administrative functions . procurement, support services, etc. for MERC and ensure efficient coordination with QF departments to support MERC.

 Negotiating and managing vendor relations in collaboration with QF-procurement directorate.

 Responsible for approving MRs and various procurement requests through QF-ERP system and will follow up on the execution of contracts with vendors and make sure that they are executed as per the agreed on the terms and conditions.

 Manage annual operation and business plans and related budgets in liaison with QF-Finance and MERC department heads.

 Oversee the accounting and finance functions to ensure preparation of timely and accurate financial reports for decision making.

 Advise staff and ensure compliance with QF’s procurement policies and procedures across MERC.

 Supervise and manage the MERC’s HR services to ensure recruitment, deployment, motivation and retention of required talent in addition to maintain the required Qatarization plan.

 Oversee on boarding and orientation activities with relevant MERC departments and QF to ensure effective hiring and settling in for staff

 Responsible for Communication and PR activities for MERC while supervising liaising with QF Marketing & PR Directorate.

 Supervise and coordinate MERC’s support activities including coordination and support to ensure they are completed in a timely and accurate manner to meet MERC’s objectives.

 Supervise, lead and develop the administrative services team to ensure they accomplish assigned tasks and accountabilities.

 Creating an annual administrative report for the director.

 Familiarize, understand and implement QF health, safety, and environment policy, procedures, legal regulations and objectives applicable to areas of responsibility. Ensures coordination with HSE department in implementing, monitoring and reviewing of HSE performance to ensure work under his/her control is performed in a safe, healthy and environmentally sound manner.
