Provide technical HSE expertise in implementation of the companies Process Safety standards in regard to the design, construction and operation of companies facilities
Critical Advisory Role. Supports Line management in fulfilling companies Process Safety requirements
• Frequent contact with Engineering & Project Teams, Project Managers & concerned HSE team members
• Regular contact with Project Contractors/Consultants, Asset Management Teams & subject matter experts
• Occasional contact with Construction Management Teams
Key Accountabilities -
• Lead and or participating in the HSE related studies (HAZID, HAZOP, SIL, QRA, etc.) conducted for the project life cycle.
• Review the design documents for HSE part and recommend changes with reference to companies engineering HSE standards
• Advise companies management on changes in international standards and local regulatory requirements in order to adopt best HSE practices.
Understands and promotes the company’s health, safety & environmental policy and objectives; performs work in accordance with the company’s established rules, regulations and approved procedures; intervenes to stop unsafe acts and practices; and is accountable for the well being and safety of own self and others, including all contracted labor force - unskilled, semiskilled, and skilled.
Plans, directs and actively participates in the ongoing training and development of own self and subordinates with special emphasis on UAE Nationals. This includes assessing employees’ training and development needs, directing the preparation of structured development programs, monitoring progress and counseling trainees on alternative career paths and job profiles available in the company.
• Periodically reviews each project HSE action tracking register to ensure that the findings of all HSE studies and reviews have been effectively recorded and all actions are adequately addressed.
• Participates in HSE studies/Design reviews such as, hazard identification (HAZID), Hazard Analysis (HAZAN), Environment Hazard Identification (ENVID), Simultaneous Operations (SIMOP), Safety Integrity levels (SIL), constructability studies, Lay out studies, 3D modeling, F& G mapping studies, Hazardous Area Classification, Fire zoning, Physical Effects Modeling, QRA, H2S area zoning, Fire water system design, bow-tie analysis and any other study having impact on HSE and review the documents.
• Participates in pre-commissioning/ commissioning activities of projects and major modifications.
• Keeps close monitoring and follow-up the implementation of all HSE requirements for each project and major modification.
• Lead / Participate in Technical HSE audits (THSE) related to the facilities engineering, construction and operation.
• Lead / Participate in Hazard and Operability Studies (HAZOP), Project Health, Safety and Environmental review (PHSERs). Advise on / Evaluate Project Health, Safety and Environmental Impact Assessments (HSEIA),
• Participate in Developing Hazard and Effect Management Process for Projects
• Participate in process safety incidents’ investigations as a team member.
• Responsible for providing guidelines and technical inputs for preparing the Projects HSE plans.
• Provides HSE input to technical design and procedure proposals.
• Ensure that all designs, drawings and major modifications to plant and projects work comply with COMPANY, ADNOC Codes of Practice, Local and International HSE standards.
• Participates and if necessary leads hazards and operability studies (HAZOP). Carries out qualitative and semi-quantitative risk analysis as and when required.
• Reviews and provides guidelines and technical input to projects/ major modifications MoC.
• Organize, lead or participate in PHSER and Pre-start Up Safety Reviews (PSSR).
• Reviews and participate in the philosophy, design and specification of fire detection and protection systems for new projects and major modifications.
