Purpose:
Water, Sanitation and Hygiene (WatSan) Advisor will work towards the achievement of QRCS goals through effective managerial, lateral relations and teamwork. WatSan Advisor will be responsible for support the management and implementation of WatSan activities. He/she will be the technical focal point for leading the newly established Water Sanitation and Hygiene Promotion Unit and provide technical support in training the ERU team and ensure gearing them with to date WatSan/HP disaster response technology (equipment) and techniques (methodology and skills) applied or agreed by the Red Cross Red Crescent Movement.
Responsibilities and tasks:
Support QRCS country offices to:
Provide technical support to WatSan field teams/volunteers at country operations.
develop WatSan project proposals
Contribute to multi-sector assessment and baseline/end line surveys and monitor the impact of hygiene promotion and behavioral change.
Support the development of technical designs, drawings, bill of quantities (BoQs) and cost estimate for WatSan projects including water storage tanks, pumping means, water sources, latrines and sanitation facilities.
Develop an effective monitoring system for WatSan activities in the field.
Attend the locations of significant emergencies, support, assess and advise country management and staff of responding operations.
Follow up on the training of the ERU team members, ensure WatSan equipment and material are in good working and operation conditions, and establish in collaboration with HR a roster for ERU deployment.
Capture lessons ad best practice from emergency response and incorporate them into future plans and activities.
Support, develop and train (or arrange appropriate training) for QRCS staff and volunteers at HQs and field level and local partners, in WatSan hardware/software, project planning, budgeting, reporting and proposal writing.
To work with Health Department for developing integrated plan of action for health/WatSan programs.
Identify and establish relationships with potential WASH and private sector partners
Provide technical advice to the Relief and Development Director
To maintain effective working relationships with the Federation, ICRC and Participatory National Societies (PNSs) counterparts, local partners, and other relevant actors and clusters.
Respect and follow the key WASH technical documents (SPHERE, PHAST, national standards, etc.).
