Position Summary Position Summary This position establishes an execution framework on a project that complies with the contract and ensures the safety quality value timeliness and Fluor profitability of the completed project.
Principle Job Duties amp Responsibilities
Acircmiddot Lead manage and coordinate all construction works on a Project site
Acircmiddot Act as the Fluor Site Representative Engineer under FIDIC
Acircmiddot Manage monitor and administrate all works performed by the contractors and the site supervision consultant
Acircmiddot Report to the Fluor Project Director in Riyadh
Acircmiddot Monitor and control that the contracted PMC duties and obligations are being implemented within the PMC Site Team and other Project participants
Acircmiddot Chair weekly site progress meetings with Project participants including stakeholders
Acircmiddot Inform Fluor's Project Director on a daily basis on the Project development
Acircmiddot Propose immediate action to Fluor's Project Director as and if required to secure the Project targets related to time cost and quality aspects
Acircmiddot Responsible for the adherence to Health Safety Security Environment and Quality Assurance standards set forth for the Project implementation
1. Plans and executes project management responsibilities on a medium sized moderate risk EPC or services project or on an assigned segment of a larger project including coordination of design procurement and construction activities.
2. Develops a complete understanding of the contract and any relevant subcontracts in order to provide full support to the project management team while working on segments of larger projects.
3. Directs execution of all aspects of the project in accordance with the scope of the contract and develops a complete understanding of the relevant subcontracts
4. Establishes and maintains project requirements for safety quality and productivity are met in all locations managed by Fluor where project work is being performed.
5. Establishes and defines the project organization the project staffing requirements and coordinates staffing with supporting organization managers.
6. Provides strong effective and decisive project leadership and establishes an execution framework to provide the quality value timeliness and profitability of the total project execution EPCM commissioning startup and operations as appropriate to the project scope.
7. Establishes and maintains effective client relations to achieve active cooperation prompt payment and stimulate the desire to award followon work.
8. Establishes and maintains operationally consistent work processes that enable work sharing to be effectively executed between multiple offices and construction sites.
9. Establishes and maintains an efficient and costeffective project environment.
10. Provides an environment for the development and professional advancement of project personnel including providing onthejob and formal training and development opportunities.
11. Understanding of project controls and finance including scheduling progress measurement risk assessment code of accounts work breakdown structure change management cost control and estimating process and planning.
12. Compliance with all applicable policies procedures and global standards.
13. Travels to attend business related matters.
14. Meets expectations on attendance and punctuation.
15. Other duties and responsibilities as assigned. Working Conditions
Basic Job Requirements
A Qualifications and Experience 1. Accredited 4year degreeBachelor's degree in Civil or equivalent in applicable field of study is recommended 2. Twelve 20 years of Infrastructure and Rail Project workrelated experience a. Requires a minimum of 8 years of project management experience 3. Project or unit management experience in international locations preferably in Middle East and diverse cultural environments is recommended. 4. Successful completion of multiple project assignments in any significant role at least one of which must include a medium or largesized project 5. A Project Management career path can be completed by persons without engineering or technical degrees but requirements for office and field project experience will be longer and more stringent in order to assure technical understanding of the needs of the project and the client. B Knowledge 1. Design Engineering Procurement Material Management Construction and Commissioning work processes sequencing and interfaces 2. Project Controls and Finance including understanding of a. Scheduling including manpower loading b. Progress Measurement c. Risk Assessment and management d. Code of Accounts e. Work Breakdown Structure f. Change Management g. Cost Control h. Estimating process and planning 3. Appreciation of key elements of Contract Law 4. Regulatory Requirements including Permitting 5. Project Funding C Necessary Project Management Attributes 1. Demonstrates Innovation initiative maturity and sound judgment 2. Initiative and independence self driven with little need for day to day supervision 3. Proactive goal orientated with the initiative to influence events positively 4. Ability to resolve complex problems and to be comfortable in complex project or business environments 5. Ability to think and work rapidly 6. Mobility for example relocating to site locations when necessary 7. Adaptability ability to maintain effectiveness in changing circumstances 8.
